What the model said

I made three small additions to `0.html`, which was just a doctype and a title:

- **`lang="en"`**: tells screen readers and translation tools the page language. I assumed English, so change it if that's wrong.
- **`charset="utf-8"`**: stops the browser guessing the encoding.
- **Viewport meta**: makes the page render at device width on mobile instead of a zoomed-out desktop layout.

I kept the terse style of the original, leaving out the optional `<head>` and `<body>` tags, and left the title as `0`. The page still has no content, and I haven't opened it in a browser or run it through a validator.
