What the model said

`0.html` had only a doctype and a title, so I turned it into a standard HTML5 starting page. The changes:

- **`lang="en"`:** tells screen readers and translation tools what language the page is in.
- **`<meta charset="utf-8">`:** makes sure text is read correctly.
- **Viewport meta tag:** makes the page scale properly on phones.
- **`<html>`, `<head>` and `<body>` tags:** written out for clarity. They're optional in HTML5, so this only makes the file easier to read.

The title is still "0" and the body is still empty. If you tell me what the page is for, I can give it a proper title and add content or styling.
