What the model said

`0.html` was just a doctype and a title, so I added the three things every page should have and kept it otherwise minimal:

- **Language:** `<html lang="en">`, for screen readers and translation tools. I assumed English.
- **Encoding:** `<meta charset="utf-8">`, so the browser doesn't have to guess.
- **Viewport:** the standard `width=device-width, initial-scale=1` tag, so it renders at a sensible size on mobile.

I left out the optional `<head>` and `<body>` tags to match the terse style of the original, and the page still has no content. The title is still `0`. I didn't open it in a browser or run a validator.

If you had something else in mind by "improve" (actual content, styling, a real title), tell me what the page is for and I'll build it out.
