What the model said

`0.html` was only `<!DOCTYPE html><title>0</title>`, so I kept the change structural and didn't invent any content. The page still renders blank with the title "0".

I added:

- **`<html lang="en">`**: declares the language for screen readers and translation tools. I assumed English, so change it if the page will be in another language.
- **`<meta charset="utf-8">`**: sets the encoding explicitly, so non-ASCII characters won't be garbled.
- **`<meta name="viewport" ...>`**: makes the page scale properly on mobile instead of rendering at desktop width.
- **Explicit `<head>` and `<body>`**: the original was valid without them, but this gives you an obvious place to put content.

If you had something else in mind, such as actual content, styling, or a particular purpose for the page, tell me what it's for and I'll build it out.
