What the model said

I made a small set of baseline improvements to `0.html`, which was only a doctype and a title. The page is still blank and I haven't opened it in a browser.

- **`lang="en"`**: lets screen readers and translation tools know the language. I assumed English, so change it if that's wrong.
- **`charset="utf-8"`**: sets the encoding explicitly instead of leaving the browser to guess.
- **viewport tag**: makes the page scale properly on mobile rather than rendering at desktop width.
- **Trailing newline**: the file didn't end with one.

I kept the original terse style, leaving out the optional `<head>` and `<body>` tags, which is still valid HTML.

I left the title as "0" and added no content, since I had nothing to go on for what the page is for. If you tell me that, I can add a descriptive title, content and styling.
