What the model said

I added the three things the file was missing, keeping its minimal style with optional tags omitted. The page was just `<!DOCTYPE html><title>0</title>`, and it's still an empty page. I haven't opened it in a browser or run it through a validator.

- **`lang="en"`**: tells screen readers and translation tools the language. I assumed English, so change it if the content will be in another language.
- **`charset="utf-8"`**: stops the browser guessing the encoding.
- **viewport**: makes the page scale properly on mobile.

I didn't add any content or styling, or a more descriptive title than "0", since I don't know what the page is for.
